The program is endowed with up to ten billion euros from EU funds and budgets of participating member states. This public seed funding is expected to trigger at least €20 billion in private investment, bringing the total volume to over €30 billion.
The initiative addresses a central regulatory and strategic objective of the EU: securing digital sovereignty and data sovereignty in global AI competition. The planned infrastructure is intended to bring together modern AI processors, cloud technologies, high-speed networks and energy-efficient systems, thereby reducing dependence on US companies such as Microsoft, Google and Amazon Web Services.
On the German side, several actors are participating in the bidding process. A joint consortium in the manner of a “Germany Inc.” with major technology companies did not materialize, as SAP and Siemens withheld their expressions of interest. Instead, companies are competing individually: Deutsche Telekom, Schwarz Digits (the IT and digital division of the Schwarz Group), cloud provider Ionos in partnership with construction company Hochtief, and smaller and regional providers such as Impossible Cloud and Blue Swan are competing with each other for awards.
