Threat Intelligence in German Enterprises Often Remains Ineffective

The point: Many German organizations recognize security-critical risks through threat intelligence but fail at prioritizing and implementing them.

Provider Filigran has identified a gap between identified risks and their practical implementation in German enterprises. Many organizations struggle to meaningfully prioritize recognized threats.

The Filigran study reveals a frequent phenomenon in cybersecurity practice: organizations invest in threat intelligence systems and actually receive actionable insights about risks — yet converting this information into concrete protective measures remains insufficient. The problem lies not solely in threat detection, but in prioritization: which risk threatens the organization most severely and should be addressed first?

For CISOs and security leaders, this has immediate consequences. A gap between identified and addressed exposure (exposure gap) means that vulnerabilities are known but, without systematic prioritization, become lost in daily operations. This extends remediation time and increases the probability that attackers will exploit these windows.

The study names automation and Continuous Threat Exposure Management (CTEM) as solution approaches. Automation can accelerate the processing of threat intelligence data and reduce human error, while CTEM processes help monitor exposures continuously and prioritize them dynamically — rather than maintaining them as static, periodically updated lists.
