EU Forces Google to Share Data and Allow AI Assistants on Android

In brief: Starting in 2027, Google must share anonymized search data with competitors and open Android on equal terms to third-party AI assistants.

The European Commission is requiring Google under the Digital Markets Act to share search data with competitors and allow AI assistants equal access on Android. Google must complete implementation by 2027.

The European Commission has adopted two binding measures against Google. First, from January 2027 onwards, the company must share data on search queries, search result rankings, as well as click and usage behaviour with third-party search engine and AI chatbot providers. The Commission has specified anonymization and multi-layered protective measures for this data. Second, Google must grant competing AI assistants full access to Android features from July 2027, for example so that users can use voice commands like “Hey Gemini-alternative” and AI assistants can perform actions such as booking taxis.

For Chief Data Officers, this regulation is strategically relevant: it directly affects business models based on Google’s search data monopoly. Competitors now have legitimate access to training and optimization data that were previously reserved for Google. The multi-layered anonymization simultaneously establishes data protection standards that go beyond traditional GDPR requirements.

Google rejects the requirements citing data protection concerns and warns that private search queries would be passed on to “unknown companies” and important security mechanisms would be undermined. The Commission counters that the anonymization and the specified multi-layered method address such risks. The measures are based on the Digital Markets Act (DMA), which classifies Google as a gatekeeper with dominant market position and subjects it to special obligations.
